The Washington Area Metrorail and Bus provides convenient transportation around the city.
From the Dulles Airport, the 5A bus connects to the Orange line of the Metro in two places (Rosslyn and L'Enfant Plaza). The 5A is a regular route and runs weekends and weekdays. (The airport is a little west and north of the Orange line hence the need for a bus or other transportation.)
The Orange line of the Metro starts at Vienna/Fairfax-GMU and goes down to the Smithsonian, the US Capitol and beyond.
Taking the bus to Rosslyn and getting on the Metro and stopping at the Smithsonian stop is the easiest and involves less walking. The L'Enfant Plaza is a little south of the national mall. The bus goes directly there, but it has some stop and go traffic, hence Metro is faster.
At the Metro station you have to purchase a card that you load money on. They may be purchased at the airport.
